N.C. paratransit struggles to balance efficiency, client needs

RALEIGH, N.C. — Demand for Accessible Raleigh Transportation has increased by 50% over three years, and the city of Raleigh devotes 50% of its budget to the paratransit service, newsobserver.com reported.
