TORONTO — The Toronto Transit Commission confirmed it named Andy Byford as the permanent replacement for the agency's ousted former GM. Byford, who has been given the new title of CEO, previously worked for rail operators in Australia and the U.K., including a stint as the GM of London's Underground, CTV News reported.
