GLENDALE, Ariz. — Planning has begun for a $15 million public transit upgrade that will include a park-and-ride and transit center, built separately or as a combined facility.

The outer ring of the parking lot at the Arrowhead Towne Center currently serves as a makeshift transit center. Officials said the arrangement is dangerous and doesn’t meet transit needs.
