N.Y. paratransit service steers some riders to public transit

The agency is trying to cut costs by getting senior citizens and people with disabilities who are fairly mobile to take public transit instead of using the paratransit system. A new software program developed by the agency now enforces the "conditional eligibility" of some customers.
