President Bush will nominate Joseph M. Clapp to administrator of the Federal Motor Carrier Safety Administration (FMCSA). If approved, Clapp will be the FMCSA's first full administrator since its creation in 1999. Clapp is a former chairman of Roadway Services Inc. and various motor carrier organizations.
