Private security targets fare evaders on Phoenix light rail

Phoenix voters in March approved Proposition 300, which allowed the city manager to hire private security guards to cite fare evaders or passengers who commit other violations. Previously, only police officers and their assistants had that authority.

Transit agency is preparing report on fare evasion and plans to hire nine security guards to ride the rails seeking patrons who don't have tickets.
