New York City officials, including City Council committees, Police Department and Metropolitan Transportation Authority officials, held a joint hearing Thursday to discuss the growing problem of sexual harrassment and assaults on the subway system. NYPD Transit Bureau Chief James P. Hall, testified that sexual harassment was the “No. 1 quality of life offense on the subway.”
