HONOLULU — The Federal Transit Administration approved the final Environmental Impact Statement for Oahu's rail transit project; however, Gov. Linda Lingle must first sign the document before groundbreaking begins on the $5 billion projects, according to the Pacific Business News. Gov. Lingle has said she wants to hold public hearings on the EIS and do an analysis on cost-and-revenue estimates before signing it. For the full story, click here.
