LOS ANGELES — According to Controller Wendy Greuel’s analysis of a 2002 contract Los Angeles held with CBS Decaux, the city moved slowly on permitting street furniture, which decreased the ad revenue the city could earn, dailybreeze.com reported.

As part of the contract agreement, CBS Decaux would install street furniture, including public toilets, transit shelters, newsstands, and public amenity pillars and kiosks containing 3,430 advertising panels.
