PHILADELPHIA — Taking advantage of the high copper prices that scrap dealers offer, metal scavengers are cutting copper wires from overhead poles and between tracks, stranding trains and endangering passengers, Southeastern Pennsylvania Transportation Authority (SEPTA) assistant GM and chief engineer Jeffrey Knueppel told philly.com.
