BEIJING — A government audit of the high-profile $34.4 billion high-speed rail link between Beijing and Shanghai, which opened last year, showed evidence that deficient procurement and other practices led to higher costs, including one example where $134.3 million worth of materials was purchased from non-bidding suppliers, according to a Wall Street Journal report.
