New Calif. high-speed rail chief optimistic about project

CALIFORNIA — California's High-Speed Rail Authority new Chairman Dan Richard, an appointee of Gov. Jerry Brown, is now the public point person for the agency. In this Q&A with The California Report, he discusses the project's $98 billion dollar price tag, its estimated ridership and whether it should move ahead at all.
