Is there available funds for the design changes? Can the construction funds be used for the design changes. Is EIS reuired for the changes. For the costs of billions how can the consultant be paid.Maybe a study be made to just do the project as planned and figure out how far it can go with the available funds instead of changing the design and waste much money for the change order.I believe the people will not understand what is going on.As what was said the proposed rail should be shortened if the funds available is not enough to complete the project. I believe that if you make changes and spend billions for the planning and decsign it is vedry questionable to the tax payers like me.
