PHILADELPHIA — Despite the milder-than-expected impact from Hurricane Sandy in some parts of the area, Southeastern Pennsylvania Transportation Authority (SEPTA) transit officials defended their decision to shut down the region's network of buses, trains, and subways on Monday and Tuesday morning, philly.com reported.
