Canceling Cincinnati streetcar costs less than completion, audit shows

CINCINNATI — WCPO reported that an independent audit shows it would cost the City of Cincinnati less to cancel the streetcar project than to complete it.

It would cost between $50.3 million and $80.1 million to cancel the project, while by comparison, it would cost between $104.6 million and $105.7 million to complete it, according to the audit.

The results likely will bolster the effort to cancel the project, which is advocated by Mayor John Cranley and some City Council members, according to the report. For the full story, click here.

    The headline and opening paragraphs of this story show a serious lack of critical thinking and poor word choices. Of course canceling a program costs less than building a program. However the report showed that finishing the program i.e. the cost in addition to sunk costs are LESS than cancelling the program. Why isn't the writer including the sunk costs into the calculation to cancel the program? If $34 million is already spent you can't get that back and it is a cost whether the program goes forward or is cancelled. Further the questions should not be whether one would cost more or less than the other, the question should be whether or not the cost is worth what the citizens of Cincinnati will get from having a light rail system -- both from a transportation and economic development perspective. Examples all over the country would tend to support the conclusion that a study cited in the article suggests that the economic development activity spurred by light rail is significant.
