FORT WORTH, Texas — The Fort Worth Transportation Authority (The T) appointed Tom Tulley, a former Federal Railroad Administration (FRA) official, as chief operating officer (COO) of the Trinity Railway Express (TRE).

Tulley was passenger rail specialist for the FRA Region 5 in Dallas from 1999 to 2012, receiving the FRA’s Bronze Superior Achievement Medal for Passenger Rail Initiatives. Tulley fills a restructured COO position that now also assumes the role of chief mechanical officer. These positions were consolidated since each oversees overlapping functions of TRE’s contract operator.  

He returns to his Texas home from California where he has worked since 2012 as chief of safety, regulatory compliance, risk reduction and training for the Oceanside, Calif.-based North County Transit District, which oversees multiple railroad and other transit modes.
