HONOLULU — Gov. Linda Lingle says that she is not ready to make a decision on Honolulu’s rail project. She's waiting for the city's environmental impact statement, which is still being reviewed by the state office of environmental quality control, and officials there are sifting through 13,000 comments from the public, Hawaii News Now reports.
