DETROIT — Advocates of the planned 3.3-mile streetcar line up Woodward Avenue say they will cover some operating expenses for up to 10 years, which they now estimate will cost $137 million to build. The new cost estimate is higher than the original $100 million estimate and includes more leeway for cost overruns, reported The Detroit News.
