CHICAGO — A long-time policy allowing rail operators to use their discretion in waiting at stations long enough for commuters to board appeared to have been scrapped this week after a memo issued by a Chicago Transit Authority (CTA) GM directed operators to "load and go" to keep trains running smoothly.
