BART foresaw D.C. Metro circuit problem

WASHINGTON, D.C. — The apparent malfunction responsible for last month’s Red Line collision, a “flickering” in a track circuit, is known to experts working with San Francisco Bay Area-based BART. Car rental fees may increase 800 percent
