Austin, Texas-based Capital Metro announced the following promotions:

  • Elaine Timbes has been named deputy CEO, where she will oversee rail, bus and paratransit operations, and the planning, administration, risk management and information technology departments. Prior to this position, she was executive vice president and chief operating officer. Timbes has been with the agency since 1986.
  • Gerardo Castillo has been named senior VP and chief of staff, overseeing the marketing and communications, government relations and board relations departments, and the office of diversity. Prior to this position, he was chief of staff to the president/CEO. Castillo has been with the agency since 2007.
  • Ken Cartwright has been named VP, engineering and construction, where he will manage capital projects, oversee construction and manage the MetroRapid BRT project. Prior to this position, he was strategic project management officer. Cartwright has been with the agency since 2007.
  • Donna Simmons has been named VP, administration and risk management compliance officer, overseeing the procurement, safety, security, human resources and risk management departments. Prior to her new position, Simmons was director of human resources. She has been with the agency since 1991.
