The final rule responds to a Fixing America’s Surface Transportation Act (FAST Act) mandate requiring states to develop and implement, or update, if applicable, action plans.
The final rule requires Amtrak and its host railroads to certify Amtrak schedules, and sets an on-time performance minimum standard of 80% for any two consecutive calendar quarters.
The Partnership Program is intended to improve intercity passenger rail performance by funding capital projects to repair, replace, or rehabilitate publicly owned or controlled railroad assets, thereby bringing them into a state of good repair.
Work remains as 63.2% of all commuter railroads’ cumulative required route miles were PTC-governed as of March 31, an 8.5% increase since last quarter.
The agency expects it will take an average of three minutes for users to complete the report.
As of June 30, PTC systems were in operation on approximately 50,300 (87%) of the nearly 58,000 route miles required to be equipped by Congress.
