In a letter to residents, university President Mark Schlissel acknowledged the university should have been more thoughtful and responsive when considering a development such as the $38.5 million center
The $4.8 million center — the first phase in the James E. Clyburn Transportation Center — was completed last December after 13 years of delays.
Even with severe budget issues, the university continues to hold aside $1.6 million from its 2012-2013 budget for construction of the next building in the troubled complex.
Funding came from a combination of $2.4M in state and federal transportation and ARRA funds from the Ann Arbor Transportation Authority, and $2.1M from U-M business and finance, parking and utility resources.
