FRESNO, Calif. — The Fresno Bee reported that, according to court records, the California High-Speed Rail Authority's schedule continues to face delays for building the project's first stages in Madera and Fresno counties. Work on the Madera-Bakersfield segments has to be mostly completed by March 31, 2017, to ensure bills are paid before the federal grant expires in September 2017. Major construction on the rail line is unlikely to begin until the fall of 2013.
