PHILADELPHIA — philly.com reported that SEPTA has no money for railcars to replace the 231 Silverliner IVs that form the bulk of the Regional Rail fleet, which are 36 to 38 years old, reports The Inquirer.

Although ridership is at a 23-year high, SEPTA’s capital budget is at a 15-year low at $303 million. SEPTA relies on state and federal funds for its capital budget, and both Harrisburg and Washington have cut transportation funding. For the full story, click here.
