Specifically, FTA will ensure and verify that WMATA implements the 78 corrective actions related to Metrorail as well as the more than 200 other corrective actions previously approved by the TOC, but still unfulfilled by WMATA, some dating as far back as 2008.
Administration now calls on WMATA to provide unwavering focus and attention to effectively implement the plan and better provide the level of safety its passengers and workers deserve.
The expansion offers local commuters an alternative to congested Highway 99 and brings new transit service to the area’s major employers. It will also encourage new retail and residential development in specially zoned areas along the light rail line.
The proposed rule would establish minimum performance standards, a new pass-fail grading system for bus testing and a weighted scoring process that would better assist local transit agencies in purchasing an appropriate vehicle.
FTA Acting Administrator Therese McMillan highlighted a few programs that have been created to help fill the needs of the industry, including the FTA’s Ladders of Opportunity initiative, which made available $100 million in grants for transit agencies to modernize and expand transit bus service specifically for the purpose of connecting disadvantaged and low-income individuals, veterans, seniors, youths, and others with local workforce training, employment centers, healthcare and other vital services.
The Final Rule applies to public entities providing fixed route, dial-a-ride and complementary paratransit services. It establishes that an individual’s disability cannot preclude a public transportation entity from providing full access to its service except where doing so would fundamentally alter the service.
The year-long pilot is proposed as an experiment under FHWA’s “Special Experimental Project No. 14” and FTA experimental authorities, provisions made possible by Congress to allow the agencies leeway in finding new and more effective means of building, maintaining and managing federal transportation projects.
The RTS Transit Center in Rochester, N.Y. will connect residents of the eight county RTS service area to important destinations such as the University of Rochester, Rochester Institute of Technology, the Museum District, and a variety of options for shopping and dining.
