The National Safety Council (NSC) awarded its 2009 Distinguished Service to Safety Award to James M. Dougherty, chief safety officer and director of safety, security and enforcement, San Francisco Municipal Transportation Agency (Muni).
Presented during the NSC's annual Congress & Expo, the award is the highest honor bestowed on an individual safety professional by the council in recognition of outstanding service to the field of safety.
Dougherty has more than 25 years of experience in transportation safety, occupational safety and health, industrial hygiene and environmental protection. He oversees all functions of the Safety, Security and Enforcement Division for Muni, and also leads the development of safety training and education programs.
Dougherty completed the U.S. Department of Transportation's Transportation Safety Institute Transit Safety and Security Program. He is also a certified safety specialist and certified safety and security director through the World Health Organization, and is chairman of the National Safety Council's Transportation Safety Division Executive Committee.

Originally introduced in 2023 as the Bus Line Redesign, the effort has evolved into a more targeted update that maintains familiar routes while improving reliability, frequency, evening and weekend service, and connections across Allegheny County.
