The Oculus, designed by Santiago Calatrava, will serve as the primary link for pedestrian access to the PATH system, 13 New York City subway lines, 500,000 square feet of retail, and four office towers at the WTC site and the World Financial Center.
Using the funds to acquire the site creates independent benefit for existing transportation entities in the region. An L.A. Union Station revamp would improve operations and service for Metro light rail, Amtrak, Metrolink and the Metro bus system.
