PHOENIX — Phoenix police and light rail officials say a change in the law has allowed them to cite fare evaders and patrol the trains more efficiently over the last five months, according to an AZCentral.com report.
Phoenix voters in March approved Proposition 300, which allowed the city manager to hire private security guards to cite passengers who don't pay fares or who commit other violations.
