Project assessment found that glass used on the structure’s exterior would need to be significantly strengthened to meet safety guidelines. The additional cost would be $7.5 million. Officials may study the use of a perforated metal material, which could save about $17.5 million.

Project is estimated to create more than 48,000 jobs in its first phase of construction, which will last seven years.
