EPA questions Honolulu rail route

HONOLULU — The U.S. Environmental Protection Agency urged officials to change the route of a planned commuter train to avoid displacing a small neighborhood and asked why alternatives to an elevated rail line were not reviewed in the project’s environmental impact study.
