NORFOLK, Va. — On Tuesday, Jayne Whitney, Hampton Roads Transit's (HRT) senior vice president for development and a key player in the city's light rail project, announced that she is retiring at the end of January, PilotOnline.com reports.

Whitney was among the HRT officials mentioned in a state audit released last month. State investigators claimed the agency hid the true costs of the project from government authorities, violated rules for hiring contractors and allowed oversight of passenger fares that led to a suspected embezzlement.
