The devices, which lock onto the wheels and immobilize the vehicle, must be unlocked by a parking and transportation employee.

Bloomington-Normal Public Transit System’s Universal Access Program allows students and staff on participating campuses to present their college ID cards instead of paying a fare. Heartland Community College is new to the program. Lincoln Community College renewed its contract.
All students are eligible for the annual passes, with the funds coming from a general fee assessed to the students by IUPUI. Usage has continued to grow each year, doubling from 12,534 in June 2008 to 25,869 in June 2010.
