Congress voted to excuse Amtrak from drafting a liquidation plan, a task the railway said was hurting its relationship with other companies.
On Thursday, Congress approved a defense appropriations bill for 2002 that states no federal funds can be spent on a liquidation plan.
The Amtrak Reform Council (ARC) is working on a restructuring plan for the railway, which it expects to deliver to Congress by Feb. 7.
The ARC is considering several restructuring options for Amtrak, including dividing the railway among states or private companies.
