Transportation Secretary Norman Mineta introduced a tunnel management system initiative for the nation's highways and transit tunnels.
The system will help produce a complete inventory of the nation's tunnels, establish procedures for proper inspection and record keeping and provide guidance for proper maintenance and rehabilitation techniques.
No national oversigh authority currently exists, but some states and cities have tunnel managment systems.
