Rains, wind impact Bay Area morning commute

BART shut down its Montgomery Street Station in San Francisco about 7:20 a.m. because of a power outage that caused it to lose lighting on the platform level.The transit agency also reduced acceleration rates for all trains departing stations due to the rain.
