Riders may now apply for a Youth Clipper card by mail, email or fax, and then receive a registered card in the mail, instead of having to apply in person with a photo ID.
The final rule, which amends FMVSS 208, applies to new over-the-road buses and to other types of new buses with a GVWR greater than 26,000 pounds, except transit buses and school buses.
