N.J. eligible for $128M rail tunnel refund

After the state repays the $271M it owes the federal government for canceling the Access to the Region’s Core commuter-rail tunnel project, the FTA will return $128 million, so New Jersey can replenish other state transportation accounts that were depleted to finance the project.
