Carolyn Flowers, former Acting Administrator of the Federal Transit Administration under President Obama, has become a partner and managing principal of the firm, InfraStrategies LLC. She joins current principals Jeff Boothe, Sharon Greene, Jeff Morales, and Mike Schneider.

Flowers will be based in the firm’s Southern California office. Flowers began her professional journey as a financial specialist in the technology sector after earning an MBA at the University of California. She then moved to the public sector, spending almost 20 years with Los Angeles Metro and serving as executive officer of administration and completing her tenure as Metro’s COO.

Flowers was appointed Public Transit Director and CEO for the Charlotte Area Transit System before accepting the appointment by President Obama to serve as Acting FTA Administrator. Since leaving government service, Flowers has been in the engineering and consulting space with private industry, providing advisory services to variety of governmental and private sector clients.

InfraStrategies is focused on developing creative and credible solutions for infrastructure programs and projects, with special emphasis on project funding and financing and a focus on realistic and sustainable pathways to success for transportation and infrastructure development.

The firm has offices in Los Angeles, Sacramento, Washington, D.C., and Atlanta. Clients include transit authorities, states and municipalities, DOTs, regional agencies, international governmental entities, and private companies and entrepreneurs in the transportation technology space.
