Transdev announce that Jacquelyn Charles has been named GM for Fulton County, Ga.’s Dial-A-Ride Transportation Services (DARTS) contract with the Department of Aging and Youth Services in the Atlanta Metro region.
Charles is a 16-year transit veteran who started in fixed-route operations with Charlotte Area Transit Systems before transitioning into paratransit management. In her new role, she will be responsible for managing all aspects of the Dial-A-Ride operations and maintenance, including reservation management, scheduling and dispatch, and maintenance on the 51-vehicle fleet. DARTS’ senior transportation services provide 290,000 trips per year.
“Jacquelyn’s intricate knowledge of all aspects of paratransit and Dial-A-Ride operations will help us to meet customer needs and remain successful in Fulton County,” said Derrick Breun, VP of Transdev’s Southeast Region.

ulton County is the latest addition to Transdev’s Atlanta Metro-area contracts, augmenting its contracted operations for Cobb County, Gwinnett County, The City of Atlanta, and Georgia Regional Transportation Authority. Nationally, Transdev operates successful brokerage, paratransit and Dial-A-Ride operations in San Francisco, Baltimore, Seattle, New Orleans, Las Vegas, Long Island, and many other locations across the U.S.
The region’s fixed-route system finished out the year with a total of 373.5 million rides. Adding 12.3 million rides over 2024 represents an increase that is equal to the annual transit ridership of Kansas City.
The service is a flexible, reservation-based transit service designed to close the first- and last-mile gaps and connect riders to employment for just $5 per day.
The upgraded system, which went live earlier this month, supports METRO’s METRONow vision to enhance the customer experience, improve service reliability, and strengthen long-term regional mobility.
The agreement provides competitive wages and reflects strong labor-management collaboration, positive working relationships, and a shared commitment to building a world-class transit system for the community, said RTA CEO Lona Edwards Hankins.
The priorities are outlined in the 2026 Board and CEO Initiatives and Action Plan, which serves as a roadmap to guide the agency’s work throughout the year and ensure continued progress and accountability on voter-approved transportation investments and essential mobility services.
