APTA members predict layoffs, overseas investment without reauthorization

Eighty percent of private sector businesses indicated that the level of federal investment in public transportation has a large influence on business revenue. Survey also showed that if federal surface transportation authorization is further delayed, 84 percent of respondents predict revenue losses, 50 percent may need to lay off employees and 49 percent may implement hiring freezes.

FMCSA proposes requirement for electronic on-board recorders

Rule would require interstate commercial truck and bus companies to install electronic on-board recorders to monitor their drivers' hours-of-service (HOS) compliance. The requirement also would relieve interstate motor carriers from retaining certain HOS supporting documents, such as delivery and toll receipts.

U.S. DOT updates disadvantaged business program

New rulemaking will require greater accountability from state and local transportation agencies for including disadvantaged businesses in their spending plans. Also adds provisions to ensure that prime contractors fulfill commitments to use DBE subcontractors, and requires all states to accept DBE certifications obtained in other states, unless the state finds good cause not to accept it.
