Md. selects 4 teams to submit RFPs for rail expansion
Representatives of state and county agencies, including Montgomery and Prince George’s counties, evaluated six statements of qualifications according to a solicitation plan.
The Maryland Department of Transportation/Maryland Transit Administration (MDOT / MTA) will invite four teams to submit proposals to design, build, construct, finance, operate and maintain the Purple Line in Montgomery and Prince George’s counties through a public-private partnership (P3).
The teams were selected from the six private-sector teams that responded in early December to a Request for Qualification for this project.

“After careful review and deliberation, I am announcing the decision to move forward with four private teams for this public-private partnership project,” said Transportation Secretary James T. Smith, Jr. “These teams clearly demonstrated their qualifications to deliver this important project in their responses to our Request for Qualifications.”
The short-listed teams are:
Maryland Purple Line Partners comprised of Vinci Concessions, Walsh Investors, InfraRed Capital Partners, Alstom Transport and Keolis.
Maryland Transit Connectors comprised of John Laing, Kiewit Development Company and Edgemoor Infrastructure.
Purple Line Transit Partners comprised of Meridiam Infrastructure, Fluor Enterprises and Star America Fund.

Purple Plus Alliance comprised of Macquarie Capital and Skanska Infrastructure Development.

Criteria included prior experience as well as the proposer’s personnel and organization, financing capacity, stewardship approach and overall approach.
The region’s fixed-route system finished out the year with a total of 373.5 million rides. Adding 12.3 million rides over 2024 represents an increase that is equal to the annual transit ridership of Kansas City.
