MANITOBA, Canada — The Chicago Tribune reports that a Canadian man, who was found not criminally responsible for beheading and cannibalizing a fellow passenger on a Greyhound bus, has been granted freedom by Manitoba's Criminal Code Review Board.

Will Baker, formerly known as Vince Li, a diagnosed schizophrenic, was found not criminally responsible for the 2008 incident, due to mental illness. After spending time in a psychiatric hospital, Baker was living in an apartment in Winnipeg and was subject to monitoring to ensure he took his medication.
