All Access Taxi COO Rick Vogel told ARLnow.com that his company would be the first in the region to offer 100% of its fleet as wheelchair accessible. The former Envirocab executive claimed that the standard wait for a wheelchair-accessible cab in the D.C. area is about three hours.
