In his new role, Frazier will lead TRC’s policy initiatives including partnership outreach, strategic business intelligence, industry representation and advocacy, funding analysis, and local, state, and federal engagement.

The Routing Company (TRC) announced it has named David Frazier as director of policy.

According to TRC's news release, Frazier will head TRC’s policy, government relations, and public affairs efforts under Lindy Norris, who joined TRC as VP, marketing and policy, in August 2022.

Frazier entered public service in 2010, expanding in leadership through various city and state appointments. He most recently served as deputy secretary of finance for the New York State Senate, where he oversaw 15 analysts monitoring a $212 billion state budget, and brings a decade of not-for-profit, local, and state government experience to TRC.

He is also a public administration and transportation policy expert, having crafted policy with legislators, senior legislative and executive staff, and key external policymakers; led negotiations for Department of Transportation (DOT) capital plans and congestion pricing; and spearheaded policy implementation tracking and critical stakeholder engagement during legislative sessions, according to TRC.

"We understand there is a pressing need for more equitable, accessible, and sustainable transit. We also understand that cities need innovative solutions and funding to achieve this — moving people at scale — but long before innovation deployment comes policy. This is exactly where David’s expertise is invaluable,” said James Cox, CEO, of TRC. “He will expand outreach with cities to best support their immediate and long-term transit needs, and collaborate with industry partners to advance funding and regulation that stimulates multimodal solutions.”
