STV Names USDOT Official Keith Benjamin as National Planning Leader

STV has announced that Keith Benjamin has joined them as VP and will work as the National Planning Leader for their Cities Initiative.

STV Group Inc. announced that Keith Benjamin has joined as vice president where he will work with clients across the country to develop holistic strategies focused on improving infrastructure, transportation and organizational resilience at municipal and regional levels.

Benjamin is a longstanding leader in both federal and municipal governments, most recently serving as the associate administrator for highway policy and external affairs for the Federal Highway Administration (FHWA) at the U.S. Department of Transportation (USDOT).

“Keith has a talent and passion for empowering individuals and organizations, demonstrating a far-reaching commitment to service,” said Marcos Díaz González, executive VP/head of the Centers of Excellence at STV. “With these strengths and national relationships, he will help make strategic and transformational changes to communities across the United States.”

At the USDOT, Benjamin engaged members of Congress, state agencies, local communities and others in the implementation of the $350 billion Bipartisan Infrastructure Law funding as well as the FHWA’s FY22-26 strategic plan. 

During the Obama Administration, he also served as a transportation planning and safety policy analyst for the USDOT’s Office of the Secretary, leading to the formation of the initial Federal Advisory Committee on Transportation Equity.

Other Accomplishments

Outside of the federal government, Benjamin was the Director of department of traffic and transportation for the City of Charleston in South Carolina and served on the boards of CARTA Transit, Charleston County Aviation Authority and the Berkeley-Charleston-Dorchester Council of Governments.

Benjamin has been with the National Association of City Transportation Officials Leadership Program, Next City Vanguard and the Riley Institute at Furman’s Diversity Leaders Initiative. He frequently speaks publicly, providing keynotes and presentations to organizations such as the National League of Cities, Conference of Minority Transportation Officials, AARP, U.S. Conference of Mayors and the Congressional Black Caucus Foundation.

Benjamin graduated from Swarthmore College and received a joint resolution for outstanding service from the South Carolina Senate and the House of Representatives.

STV’s planning, design and project delivery teams have supported transformative infrastructure programs in cities and municipalities in North America for Decades. These include the CATS LYNX Blue Line Extension, Richmond Pulse Bus Rapid Transit system, and Ottawa’s Light Rail Expansion.
