PITTSBURGH — A 3rd U.S. Circuit Court of Appeals judge ruled that the Port Authority of Allegheny County violated the First Amendment rights of the Pittsburgh League of Young Voters and the American Civil Liberties Union when it refused to run ads on its buses telling convicted felons of their voting rights, according to the Pittsburgh Tribune-Review.
