TORONTO — Councilors on the Toronto Transit Commission (TTC) board have ordered staff to produce two feasibility studies on Scarborough subways by January, reopening a debate on whether the city should be building subways or light rail transit, reports The Star.

TTC chair Karen Stintz and provincial officials have insisted the studies will have no impact on the agreement between the TTC, Metrolinx and the province that could go to council as early as next week.
