Penn Station Modernization Moves Forward Under Andy Byford’s Leadership

Secretary of Transportation Sean P. Duffy announced Andy Byford's appointment as special advisor to the Amtrak board of directors on the redevelopment of New York Penn Station.
In this role, Byford will report directly to the Amtrak board and coordinate closely with the Department of Transportation (USDOT) as he oversees the Penn Station project through a master developer public-private partnership model designed to optimize efficiency and reduce risk, Department officials said.
Bringing Decades of Experience
Byford brings decades of experience in public transit operations and infrastructure modernization across major global cities, including New York, Toronto, London, and Sydney. He previously served as a sr. VP at Amtrak.
The redevelopment initiative aims to enhance passenger experience and operational functionality.
Project goals include:
Comprehensive renovation and modernization of the station.
Increased capacity and improved accessibility throughout the concourses.
Enhanced safety and operational efficiency.
Expanded infrastructure to support long-term service growth.
Delivery of a world-class experience for daily commuters and long-distance travelers alike.
Ensuring Accountability
Transportation officials have emphasized that Byford's leadership is intended to ensure accountability, cost-effectiveness, and timely delivery throughout the project’s lifecycle.
The project marks a shift in oversight, with Amtrak and USDOT assuming leadership from the Metropolitan Transportation Authority (MTA) following the Federal Railroad Administration (FRA) 's decision to centralize project management.
“This is good news. Governor Hochul has welcomed the Trump Administration’s decision to step up and make good on its commitment to advance and finance this project,” said John J. McCarthy, MTA’s chief, policy and external relations. “We look forward to working with Andy Byford, who understands the importance of mass transit and was a strong supporter throughout our battle to implement congestion pricing in New York.”
The Penn Station redevelopment is viewed as a signature infrastructure investment. It has the potential to reshape rail travel along the Northeast Corridor and improve daily service for millions of riders.
Department officials said Byford’s track record in complex transit systems and stakeholder coordination is expected to play a central role in ensuring the success of one of the country's most significant transit upgrades.
