HONOLULU — A third federal grand jury subpoena has been served to the Honolulu Authority for Rapid Transportation seeking the minutes from all board of directors meetings from 2011 through 2018, including the board-members’ private discussions in executive sessions, the Honolulu Star-Advertiser reports.

The previous subpoena called for information about the project’s relocation program, including 18 files that were part of an internal review that revealed over-payments to owners or tenants who were being relocated, while the first subpoena sought records that date back to the early days of the project, including consultant contracts, a list of contractors and subcontractors, contractor change orders, and sup­porting documents. It also sought archaeological studies and correspondence with the Federal Transit Administration in connection with the agreement to provide federal funding for the project.
